Altaf Bukhari gets Finance as additional charge

Chief Minister Mehbooba Mufti on Tuesday assigned the charge of finance, labour and employment departments to education minister Altaf Bukhari.
“In pursuance of Rule 5 of Jammu and Kashmir government business rules and as an interim measure, I Mehbooba Mufti, do hereby assign the charge of the departments of Finance, Labour and Employment to Syed Muhammad Altaf Bukhari in addition to the government business already assigned to him,” reads an order issued by the Chief Minister. “This is in partial modification of order No: 427-GAD of 2018 dated March 12.”
The charges were earlier withdrawn from Haseeb Drabu who was dropped from the cabinet over his remarks on Kashmir issue.
Soon after taking the additional charge of finance ministry, Altaf Bukhari on Tuesday ordered the deferment of Pay and Accounts Office (PAO) System till March 31.

Bukhari said that roll out of the PAO System in next financial year commencing from April 1 will be decided on the readiness of the stakeholders as well as review of the foolproof technical platform for the operation of the system.
Various stakeholders had requested the new finance minister to review the government decision of implementation of the PAO system, as there were difficulties in switching over to the system.
“The decision was also taken in view of Internet disruption in various parts of the state,” sources said.
The new system of billing and payments had received lot of criticism from contractors who are on strike for last 14 days. Besides the clearance of the bills these contractors were demanding the roll back or at least deferment of the PAO system till their pending dues are cleared and there is appropriate system in place for operating the new system.
