Now MLAs can use CDF to pay relief to victims of violence

MLAs in J&K can now use their constituency development fund (CDF) to pay relief to the victims of violence and cross-border shelling.
In a significant decision, Mehbooba Mufti government has allowed MLAs/MLCs to spend their CDF for relief to victims of violence and cross-border shelling. “It is a humanitarian gesture,” minister for Finance Syed Altaf Bukhari .
“MLAs are the first ones to reach to the public whenever any tragedy takes place. They were helpless to provide any relief to the victims. So the government has decided to allow them to spend their CDF for providing immediate relief to the victims,” the minister said.
Under the amended guidelines, a legislator can spend up to Rs five lakh each year for providing relief to the victims of border shelling/ violence.
“Upto Rs five lakh could be utilized per annum by legislators out of their CDF for disbursement of relief to the victims of border firing/families suffering losses on account of terrorism related violence,” reads an order issued by the Planning & Development Department.
As per these norms, a legislator can pay Rs 25000 to the next of kin of a deceased person and between Rs 1000 to Rs 10000 for treatment of an injured person.
Under the CDF scheme, a legislator is entitled to Rs 3 crore each year for undertaking developmental works in his/ her constituency.
Earlier this year, the government had also allowed legislators to spend up to Rs five lakh from their CDF for installation of central heating system in government schools.
