A typo in the official document has left 160 employees working under Sarva Shiksha Abhiyan (SSA) of school education department without salary for almost a year.
The zonal gender coordinators were recruited in the school education department under national programme for education of girls at elementary level (NPEGEL).
“We were recruited at zonal level and were tasked to sensitize school dropouts and subsequently help the department to decrease the dropout rate of girl students,” said a group of gender coordinators.
“We have not received our salary from March 2017.”
NPEGEL is an important component of centrally sponsored scheme SSA aimed to reach out to the ‘hardest to reach’ girls, especially those not in schools.
As per official documents available with this newspaper, the school education department during project approval board (PEB) meeting with ministry of human resource development (MHRD) wrongly mentioned that no gender coordinator was working in the department which left no provision for release of their salaries.
“On perusal of appraisal report of the annual works plan, it has been observed that Rs 141.96 lakhs have been proposed for the salary of zonal gender coordinators but probably due to typing error the employees in position have been entered as “zero” instead of “160” and therefore no provision for salary of zonal gender coordinators has been kept,” reads a letter shot to MHRD by the then state project director SSA.
“It is therefore requested that the provisions of salary of gender coordinators as proposed may be kindly kept in the approved plan so that there is no problem in releasing the salary of these employees,” it reads.
However, the employees said the MHRD didn’t release funds for salaries and the scheme hit a roadblock.
Director SSA, A R War, when contacted said the scheme was closed a few years back but the case of zonal gender coordinators was taken up with the administrative department.
“It was decided that they will be adjusted on vacant KGBV posts given their high qualification and experience in the department. The file is pending in the administrative department,” he informed.
